By-Laws

 

 

Article 1
Name

 

1.  The name of this organization shall be The Thunder Mountain Middle School Parent Teacher Organization (P.T.O.) at 3700 E. 16th Avenue, Apache Junction, AZ 85219

 


Article 2
Objectives

 

1.  To promote the welfare, growth, and education of children, youth and parents in the school and the community. 

 

2.  To sponsor project and event for the benefit of TMMS students.

 

3.  To bring a closer working relationship between home and school so that parents, administrators, and teachers may collaborate in the education of the students. 

 

Article 3
Meetings

 

1. The PTO meeting will be held the second Thursday of each month unless the school dance falls on another evening, in which case the meeting will be held the evening of the dance. 
2. The PTO board will meet on an as needed basis as determined by the board.

 


Article 4
The Board

 

1. The board of organization shall consist of the following officers:  President, Vice President, Secretary, Co-Secretary, Treasurer and Co-Treasurer.

 

2.Officers and their duties:

 

President:  Shall preside over all meetings, coordinate and oversee the work to the officers and committee chairpersons to ensure alignment with the organizations objectives.  Shall be fair with all board members, delegate responsibilities, and offer assistance.   Meet with the Principle to discuss any upcoming activities and plans and seek approval.   Coordinate the calendar for the PTO.  Consult with officers and chairpersons before events to ensure everyone is working together.  Be one of the officers authorized to sign the checks of the organization. 

 

Vice President:  Assume responsibility for duties designated by the President.   Represent the President I his/her absence or upon request.  IF temporarily representing the President, the Vice President must immediately report to the President any new business. 

 

Secretary/Co-Secretary:  Keep records and notes of each meeting.  Handle official correspondence as directed by the President.   Place advertisement in local newspapers and magazines; assure minutes are placed on school website following each meeting.  Retain a list of current members.  Shall create flyers for upcoming PTO meetings and assure that they are distributed. 

 

Treasurer/Co-Treasurer:  Shall have custody of all financial records and PTO funds, shall maintain current records, shall submit monthly financial report to the board, and shall submit quarterly financial reports for the PTO bulletin board.  Shall close out all fund raisers, during fund raisers the treasurer shall collect moneys daily and keep track of daily sales for the board, give an end of year financial report, and remain audit ready.  Shall be authorized to sign the checks of the organization, and do any banking deposits. 

 

AUDITS

 

1.  The treasurers’ accounts shall be examined annually by an auditor;
2.  The treasurer’s accounts shall be examined by an auditor or an auditing committee upon resignation of the treasurer or at any time it is deemed necessary by the executive board.
3.  When necessary, the executive board shall select an auditing committee of not fewer than three (3) individuals.  The treasurer shall not serve on the auditing committee, but may meet with the committee to assist with the examination.  The member of the auditing committee shall sign and submit to the president a statement noting the findings of the audit when the examination of the books is complete.

 

FINANCES

 

1. Budget:  The Executive committee shall present to the membership at the first regular meeting of the year a budget of anticipated revenue and expenses for the year.  This budget shall be used to guide the activities of the organization and the Executive Committee during the year.  Any substantial deviation from the budget must be approved in advance by the organization. 
2. No loans shall be made by the organization.
3. Deposits:  All monies must be deposited by the Treasurer in a Federal or State charged bank as approved by the Board. 
4. Time Frame:  All deposits and/or disbursements shall be made within a maximum of seven (7) days from the receipt of the funds and/or orders of payment. 
5. The Fiscal Year will run from July 1st to June 30th. 

 

 

 

ARTICLE 5
Membership & Voting Eligibility

 

1.  The TMMS PTO shall be composed of parents and guardians of students attending TMMS, as well as teachers, school administrators that have an interest in the well-being of the school and its students.
2. Voting privileges will be extended to all present at the general PTO meetings. 
3. No dues shall be required, annual dues will be collected and donated to a local cause, which will be voted upon by the PTO. 

 


ARTICLE 6
ELECTIONS

 

1. Any current member or parent of an incoming 6th grader shall be eligible for elective office for the subsequent school year. 
2. Nominations for officers will be accepted at the March general meeting.  If any officer positions remain vacant after the March meeting, a nominating committee appointed by the Executive Board will seek out interested nominees through any and all means possible.  A slate of officers for election will be presented at the March general meeting and voted in April. 
3. A slate of nominees will be published through the newsletter prior to the April meeting. 
4. Voting shall be done by ballot at the April meeting; a majority vote shall rule. 
5. Any vacancy in an elective office, except President, shall be filled by a member of the PTO, excluding current Executive Board members, and shall be appointed by the Executive Board. 

 


AMENDMENTS

 

1. These By-Laws and/or Constitution may be amended at any regular meeting by two-thirds vote of its members present and voting, provided amendment has been presented at a previous meeting and published in the PTO newsletter. 
2. Approved amendments are to be enacted immediately and may be retroactive where applicable. 
3. These By-Laws may be altered, amended or repealed and new By-Laws may be adopted by the Voting Members at any regular or special meeting. 
4. If any part of these By-Laws shall conflict with the decisions, policies or procedures adopted by Thunder Mountain Middle School, they shall be deemed null and void and the decision of the Thunder Mountain Middle School Board shall in all cases, control. 

 


These By-Laws were approved by majority vote on November 17, 2005.
